Upgrades to the RC server hardware

The RC server received some upgrades this morning, please let Daniel know if you experience any problems.

We bumped the virtual hardware for the Linux RC server (Redmine, Reviewboard, SVN) from a single CPU with 512MB RAM up to a dual CPU with 2GB RAM. This should help improve speed and everything else.
